Project Type
200-unit substantial renovation,
coupled with the design and implementation of
a comprehensive Neighborhood Network Resident
Services Plan for low-income families. Ninety-eight
percent of the households at Hilltop are headed
by women, and 85% of the households have annual
incomes below 20% of the area median income.
The long term goal of the ownership structure
is to prepare the non-profit Resident Association
to acquire the skills and expertise to own the
property at the end of the fifteen year low-income
housing tax credit compliance period. Residents
of Hilltop Village Apartments have input into
the operations of the property and will learn,
over time, the essentials of homeownership and
property management. Redevelopment included temporary
on site relocation of existing residents in accordance
with the Uniform Relocation Act, HUD regulations,
and state/local guidelines.

Community and
Supportive Services
The Hilltop Neighborhood Network brings together as partners, key stakeholders
in the community – residents, schools, churches, institutions of
higher education, business enterprises, community based non-profit health
and human service organizations, government agencies, etc. The Hilltop
Village Family Center is staffed by a Resident Services Coordinator.
The Neighborhood Network Center
includes a state-of-the-art computer network
system, Boys & Girls Club Program, Boy Scouts,
GED and literacy programs, 4H Club and many other
youth and adult programs. There also is a free-standing
Early Childhood Development Center that houses
a Head Start Program for children 3-5 years of
age.
